I think all here agree that giving the end user community free
command-line SQL access to the raw database is not the answer
either, but what is?
I might suggest that the consequences of enabling Excel users to query and maintain IBM i data will NOT reduce an IT backlog; just cause more problems.
One alternative that has worked well for us was coming up with a browser-based database inquiry/maintenance model, which implements a view, along with number of behaviors which are typical of Worksheets, but powered by an RPG-based web application. A screen-shot sample:

The long-term solution is to provide server-based applications that offer desktop-like user experiences.
