You understanding is incorrect.

It works the way Jim suggests so that you can delegate authority to
certain users for certain users. Example, department managers may be
able to modify their own people. Note that I don't believe this type
of usage is common now-a-days with SOX ect.

Also note that a user with *SECADM cannot give another user special
authorities, such as *ALLOBJ, that the *SECADM user doesn't have
themselves.

Jim, what command was used that lists the users and limits that list to four
profiles for user A?

Did you actually try changing any user who wasn't in that list?  My
understanding is that *SECADM authority gives the right to change security
regardless of other contrived privileges to profiles.  *EXCLUDE may (but
probably should not) override this.
