you can write a CL program that will run the following steps:
- endsbs *all *immed bchtimlmt(*nomax)
- RCLRSC *DBXREF
- call &qstruppgm

the key being the BCHTIMLMT parameter on the ENDSBS command. It puts
the system in a restricted state with only the job that is running the
ENDSBS command being the only job still running on the system.
