program that needs to be recompiled is pretty high (unless
you're using a good change control system <grin/>).

Like when you're digging up your potatoes, there's always one that gets missed. Our technique : use a bulldozer.
I can safely say that's one thing that works well : if you change a tiny procedure the whole system seems to get compiled.

IMO, anyone who doesn't use service programs for the majority
of commonly used modules needs to have their head examined <grin/>.

This is also a good argument, though one I don't think I'll be using with the boss.
