You're right, Loyd. I shoulda actually TRIED brute force first.
In ILE RPG (I honestly didn't care WHAT I needed to use, as long as I
could get it done!), scanning the entire 1400-record-ID window of
interest (200 to 1600 on a 7-digit key) with SETLL, and counting the key
values without records, returned a count of 212 in less than a second of
execution time.
