jar cfM "$2" $1
There are behavioral differences between single- and double-quote
marks. I don't know if that will work, but it's the first thing that
came to mind. If you try to imagine what the jar command would
expand to once the parameter substitution happens, maybe it'll make
sense.
In your example, I wouldn't be surprised if you're getting:
jar cfM /ftp/Path Name/File_Name.txt.zip /tmp
And that looks like three parms to me. They seem to match your
description of the behavior.
