It sounds like you have a problem between the AS400 and the Switch. Most likely they are not configured the same. I would start with testing the Ethernet cable. If you do not have a tester in house you will have to purchase one or get a network engineer in to diagnose the problem.

On the Ethernet Line Description, what are the settings? What type of switch is the system plugged in to? Some of the AS400's Ethernet adapters had problems with older switches when configured for auto config. Make sure you AS400 is set at Auto speed and Auto duplex. If it is and the switch supports 100M TX then set the AS400 to 100M Full duplex. When you display the line description while connected and working, it should show what speed it is 1. configured for, and 2. running.

Send more detail about the AS400 OS level, Ethernet Adapter, and Network Switch and I or someone else may be able to help you fix the problem.

What you are trying to do is patch a problem and not fix it.

Perhaps I can just explain what I am trying to do.

I want to write a program which pings the next hop periodically to see if the connection is still up, If it isn't I want to end the interface(s), vary the ethernet line off and on and then restart the interface.

We are having trouble on some sites and this is the only way to recover the connection.
