Use HTTPAPI to write a short program that reads a small page from the server every x minutes and sends a mail to your phone if it receives no answer.
You can also control in your web server (iSeries) if the monitoring program is running.
This will fail if the iSeries is down, if you want to monitor that also you can write a small script in Linux that uses wget to fetch a page from your server and mail to you if it fails
