Have you run STRHOSTSVR to start the servers that JDBC connects to?

For example, the following command should be sufficient for JDBC:

STRHOSTSVR SERVER(*DATABASE *SVRMAP *SIGNON)

If you plan to use other features of the Java Toolbox, though, it might make sense to do the following instead:

STRHOSTSVR SERVER(*ALL)
