All host server jobs are running. When I try to connect I get a general security error. Here is
something we found that is a match for the problem, but not a match for the solution.

Problem Summary:
ODBC connections fail with the following message:

General security error, unable to start database server.

The joblog for the QZDASRVSD job in the QSERVER subsystem shows many instances of message CPF1887 -
Error occurred changing IPL attributes. This message is followed by many instances of message CPIAD07
RC5 - Starting of the host server job failed.

Resolution:
The *PUBLIC authority on the QGPL library was changed from *CHANGE to *USE. Once the authority was
returned to *CHANGE, ODBC worked without error.

This is exactly what is happening, but the resolution is incorrect for us, QGPL is already at *CHANGE.
Sounds to me that there is an object a *USE that shouldn't be. How to find it is the problem...

Have you run STRHOSTSVR to start the servers that JDBC connects to?

For example, the following command should be sufficient for JDBC:

STRHOSTSVR SERVER(*DATABASE *SVRMAP *SIGNON)

If you plan to use other features of the Java Toolbox, though, it might
make sense to do the following instead:

STRHOSTSVR SERVER(*ALL)
