gee - if everyone should be fired after a big mistake -who would be left?
Try some proper training, proper documentation & labelling, etc.
In my early days I brought a system or two down while we restored files.
Watched an IS Director giving a tour point to a System 34 and depressed
the "Load" button. Hour or two to come back up.Nobody fired her.
Fire the "incompetent" and train the rest.

No.  That is the difference between working for a public entity,
probably protected by a public employee union and civil service laws,
and a private company.
