I IPL'd powered off and moved the card to another slot, of the same pci
type (IPCS Feature Card) however although the card was reported
operational I still had a vary on failed error even with the tcp subsystem
running.

I have tried many combinations of line eth definitions, also compared to
another working line on another machine.

The only time I saw all the lights on the nic was on IPL for a brief
second then that was it - so I suspect a nic card hardware problem. The
cable is plugged into a live socket. I do not have another card to check
with, however may be able to convince the boss with this information to
obtain another card so we can test.
