Somewhere there is a book on IBM's web site called something like "Tips 
for securing your (nom dujour here)".

Basically try this step
WRKOBJ mylib *LIB
2=Edit authority
Change *PUBLIC to *EXCLUDE.
Add the desired users with the desired authority.

We'll worry about the coolness of authorization lists, group profiles, 
etc., after you've conquered the baby steps.

Oh, by the way, any user with the special authority of *ALLOBJ will still 
have access to that library.  You ain't going to secure them out unless 
you take *ALLOBJ away from them.
