I do not think it is IPDS.  Looking at the spool file attributes it is
actually AFPDS.  I am not entirely certain of the differences.

I found the QSAMPLER save file that contains the programs here ->
ftp://service.software.ibm.com/printers/products/as400/sampler.savf

I used the application to quickly generate overlays and different bar code
types for testing different printers.
