You may have to play with the values a bit so don't dismiss it as a potential solution. When you do a CHGSPLFA and specify a drawer does it indeed pull from the correct drawer? If it doesn't pull from the selected drawer there may be other factors at work. You might also save some time by calling IBM and getting their help.
