I just finished talking to IBM Canada and pretty much got confirmation of
what you've apparently tried and what I thought I would need to do.  I am
waiting for the server people (EDS) to send me ther server so I can try the
import.  I mentioned to him your problem with the root certificate but he
didn't want to speculate without more detail.

When I receive the CA and have it imported, I'll post the steps.  It doesn't
look that difficult - if it works.
