I don't know of a way with the RUNQRY command but you can with the OPNQRYF command.

Use the SRTSEQ(*LANGIDSHR) on the OPNQRYF command to ignore case on your record selection.

If you create a query via the WRKQRY command you can do several things with the collating sequence. One of which is specify a translation table like QUSRSYS/QCASE256 which you can then specify all upper case letters in your record selection.
