Other than in a LPAR situation, WRKSYSACT will match the contents of 
WRKHDWRSC *PRC.  For example on my 12 way I see
MP09
MP10
MP11
MP12
MP13
MP14
MP15
MP16
MP17
MP18
MP19
MP20

While WRKSYSACT shows
Number of CPUs . . . . . . :      11

There is a difference of one, due to LPAR.

Which makes me think of STRSST
5. Work with system partitions
3. Work with partition configuration
F9=Work with shared processor pool
Number of system processors . . . . . . . . . . . :  12
This will work fine on a non lpar machine.  If you are on a lpar machine 
you need to be in the controlling partition to see "3. Work with partition 
configuration".
