You can use interactive SQL - CREATE COLLECTION is an SQL statement. If you just

CREATE COLLECTION COLLNAME

you don't get the catalog (data dictionary). To get the catalog you must

CREATE COLLECTION COLLNAME WITH DATA DICTIONARY

This creates a library named COLLNAME, puts a journal there, as well as the various catalog files - same as those in QSYS2.
