We have CHGDSTPWD on our V5R2 machine. I believe it should be there.

Once you have reset the DST password to something new, you can go into DST and change the password to the one you had - changing passwords inside DST does not check generations of passwords. It's just like CHGUSRPRF, where the QPWD* rules are not used.
