Either it's NEVER been run on this machine or it got reset when I did
upgrade to V5R2 cause its empty!

DSPDTAARA DTAARA(QRCLSTG) will give you the date of the last full
Reclaim Storage and the amount of time that it took.  A RCLSTG *DBXREF
should take less time than that, but I can't tell you how much less.  Of
course this assumes that your environment has not changed substantially
since this was last run.  Also verify that the serial # from the data
area matches your machine.
