Well, if you have CAE and the license to data transfer,
you can set up a transfer and run it from a command line
in Windows. Command is RTOPCB. This has various output
formats, including DIF, et al. Does this help?

I know you don't have it - but CPYTOIMPF can also put
out a tab-delimited file.

Does the file have packed fields? Even so, if it does,
create a logical that redefines those fields as zoned
(reference technique), then FTP that logical to the PC.
It might be possible to do all this with VBA, then call
Excel methods (OLE) to convert the data, then email it
to a list of clients.
