Are you trying to access the as400 from a pc?  Even though you set up the
AS400 as a local DNS server, you PC must be told to access the as400 for
DNS.  If you use DHCP to assign addresses to your pc, you must configure
your dhcp server to supply the as400's ip address as a secondary DNS.  If
your PCs us static configurations, you must add the AS400's ip address to
the DNS config in the TCP/IP protocol properties.
