You can get it in the US. IBM will drag its feet and put contracts in front
of you to sign before they will do much, but hey will do it.

All bets are off outside the US. At one time you couldn't get "ANY" PTF
electronically in Canada without a HW contract. Your best bet may be third
party in the UK if IBM won't do it.

'course, I could be wrong about getting T&M support in the US ... never
having had to do it (always have had some sort of a support contract).
