Small companies with few IT staff (if any) need a system that is inexpensive and intuitive. MS knows this, and MS gives them what they want. Why buy a $30,000 system, when a system costing less than $5,000 can do the same job, is easier to understand and operate, and recognizes a greater range of hardware types. It doesn't matter if the system is Windows, Mac, Unix, or Linux based, the iSeries is a very difficult system to sell into small business. I know a number businesses here in the UK who have thrown out their AS/400s and moved to NT, not because NT is better, but because it is cheaper than upgrading the AS/400, has the GUI interface, and is relatively simple to administrate.
