I'm not sure if a version thing.  It has been that way a while.
I have included a print of screen attached.
The default in CA ODBC is 32 bytes.  if your file has fields larger that 32
bytes you should up it to be larger than your largest field.  If you network
is good enough it should only make things transfer faster, if not you will
degrade (Same as with other option).  Make them large enough to get things
transfering faster.
Changing Network conditions will change performance of ODBC transfer.

I did not see this box on the setup Server tab on my machines.  Is this a
version thing?

Did see this before, but have not tried it yet.  Will up the blocking from
the default 32.
