Brian: Find a IBM 7852-400 and it will handle most if not all of your line speed issues. It starts out at 33.6bps but it will step down to 300bps if required. It will handle all speed shifts when it makes the call or receives the call. They are also very cheap by IBM standards ($400 a few years back)....
