Jeffrey is right.  You need to know if the modem is hard-wired for 4800bps.
You'll need to dig into the manual and possibly be able to read the jumpers
on the modem circuit board.  It is very possible that you can't use this
line and this modem to do what you need, in which case you'll have to get a
new modem and set up a new line description on a new resource (unless you're
willing to physically change the cable from modem to modem.)
