So, in effect, any customer who decides that all connections will come from a 
single IP address and use a single userid will pay for only one user; but 
customers who choose to connect to your application directly through dumb 
terminals without telnetting first will pay for multiple users? That is, you've 
decided to charge by connection method rather than for usage.
