While this might be true now (IBM does change in strange ways), according to 
support through PID this has not been true for most of the time group PTFs have 
been around. One reason group PTFs exist is that the included PTFs do not 
necessarily apply to everyone. When the PTFs apply to everyone, they should be 
included in the general cume packages.

For DB2 group PTFs, an example of why they're not for everyone is that fixes 
specific to the Query Manager and SQL Development Kit product are in there. Not 
all AS/400s have this installed. If a PTF were for the underlying integrated 
database functions, then that PTF should be in cume packages and maybe not in 
the DB2 group PTF at all.

We've seen numerous cases where a PTF included in the DB2 group would break 
some obscure part of DB2 or data management and the fix would come as an 
individual PTF that was neither in the group nor in a cume package.

So, the real rules of thumb for knowing what to apply are...? I wish I knew for 
certain.
