the reality is quite simple:
1) IBM wants to get rid off the AS/400 (it is competing with RS/6000 and with
low-end mainframes)
2) Green-screen and RPG customers can't go anywhere else, so let's milk
them as much as we can while we have them.

If we accept the above two points, there is no mystery; everything
makes eminent sense.
