IMO, 144 kbps is too slow for that amount of money. With cable modem I get 512 kbps down and 128 kbps up for $29.95/month plus about $250 in hardware and a $15.45 installation fee. At the highest level, for $299.95/month I could get 1.5 mbps both ways. Of course cable companies generally don't like customers hosting servers, but if there is cable modem service in your area, you could talk to them about what your options are.
