Not sure if this helps or not but I know that when using RPG/400 ILE, if you 
CALL
a program that expects a parameter(s) without including this parameter (i.e.
"CALL TA300R3"  when it SHOULD BE "CALL TA300R3 PARM(&USER) you will get an
MCH3601...
