RE: MCH3601 error in backup routine

Is the Management Central Operations Navigator server job active?  If so, you 
must end it -

ENDTCPSVR  SERVER(*MGTC)

then start it back after your save completes.

If the above doesn't apply to you - make sure you have all save restore PTFs 
applied.
