ordered the review Tuesday after receiving evidence that the 
technique existed long before Dickens applied for the patent. Patent 
commissioners rarely order such reviews.

companies, asking for thousands, even millions of dollars in 
licensing fees. Companies balked, claiming the idea was already in 
use before the government granted the patent in 1998."
