If you never change the oil in your car it may keep on running fine.  Of
course one day your engine might sieze!
Most of the fixes are stuff that are you probably will never come across -
like "if you are using licenced programs a, b & c in a particular setup d,
under circumstances e program f might fail".  However i'm of the school that
thinks if a problem has been found, and fixed, its better to apply the fix
just in case.

I'm surprised that IBM recommend applying things in that order - I would
have thought you should apply the group ptf's AFTER the cum - the group
ptf's are refreshed more frequently, so could supercede a cum ptf.
