A few things would help.

1.  What was the name of the member that contained HTML code?  Also, library
and filename would help.
2.  What is the URL you are trying to use in your browser to access this
member?
3.  What does your PASS statement look like?

For example, the following should work.

1.  Member name is INDEX.  File is QHTMLSRC, library is HTMLLIB.
2.  URL used is:
http://www.myas400.com/QSYS.LIB/HTMLLIB.LIB/QHTMLSRC.FILE/INDEX.MBR
3.  Pass statement would look like:
Pass /QSYS.LIB/HTMLLIB.LIB/QHTMLSRC.FILE/*
or
Pass /QSYS.LIB/HTMLLIB.LIB/QHTMLSRC.FILE/INDEX.MBR 
if you only want to provide access to this member.

My guess is in your URL you are using the .html extension instead of the
.mbr extension.  This won't work.

Try moving the html files to the IFS somewhere and using that instead of a
member.  Much easier.
