I don't mean to be rude here, but I think some I.S. Mgr's have brought this on
themselves. I have spoken to some who go for the lowest dollar consultant and 
end
up pulling someone right from tech school.  Then they spend the next 10 yrs
complaining about the quality of the work. If you hire someone - consultant or
otherwise - strictly on dollars - you may just get what you pay for. Nothing
against someone coming right out of school - more against those attempting to
utilize them in positions that require 15 yrs experience just to save $ up 
front.
