sounds like a bad experience.  you're more likely for this to happen
when you hire a single person, who may not have enough work.  so they
stretch the work, and/or make themselves indespensible.

i knew someone who got a 6 week project and stretched it into a year. 
and he got away with it by creating turmoil within the staff, so other
key people quit.
