You may get a false positive with this.
A few months ago our PDC "hung" and stopped DC'ing
yet it would still answer a ping. Of course our Secondary
Domain Controller thought the Primary was still up so it
didn't step up to the task.
To be really safe, you need to monitor to verify that a service
is running.
