  You can also get a false negative.  We wrote a program to ping
remote PC's so that we could clobber their sessions and remote writers
when they went away abruptly.  Otherwise they couldn't sign back on. 
Problem was that in W95/98 if you have a large transfer going (such as
a big print job) there may be no response.   We encountered this
frequently enough to stop running our program due to too many
'friendly kils'.
