Hi,

I assume that QPWRDWNLMT is at least 600 seconds.  (The shipped default 
changed from 300 [which was the System/38 value] to 600 seconds in V1R2, 
but the System/38 Migration Aide was never updated to not migrate the 
System/38 value.  So thousands of System/38's that migrated to AS/400 
screwed up their QPWRDWNLMT system value.)

If you are still not completing, then you have something not going down in 
time.  I would first suggest your COM level, and then consult IBM for support.

You might also consider going to V4R4, which is a fine and dandy release.
