There could be a problem that something is not going down like
it should. Before you pwrdwnsys do you ENDSBS *ALL *IMMED ???

And when you PWRDWNSYS do you do it *IMMED or *CNTRLD?

If you do it *IMMED it basically just ends everything and powers down.
If you do it *CNTRLD then it sends requests for all jobs to end, and waits
for the time limit specified in DELAY on the PWRDWNSYS before it
dumps them.

Here's something interesting, our QPWRDWNLMT is set for 600 (seconds)
but the default for PWRDWNSYS OPTION(*CNTRLD) is 3600. So, if
I were to do a PWRDWNSYS OPTION(*CNTRLD) I would get that error
if a subsystem or job didn't want to end, for whatever reason because the
PWRDWNSYS wouldn't dump the job for 3600 seconds (one hour).
