I had the same problem recently on a Windows/NT Workstation that
suffered some corruption. I trawled the registry using REGEDIT and FIND
with IBM as the search criteria.  If it looked like it was to do with
CA/400 I deleted it, BE WARNED deleting things in the registry can have
'unpredictable results'.

I also removed all directories beneath Program Files\IBM which is where
CA/400 installs itself.
