Can't Install PC5250 -- MIDRANGE-L

I'm trying to install CA/400 3.1.3 and I can install all that I need except
PC5250. I get an error message that says IBM Personal Communications "MAY" be
installed, you must delete ti to install PC5250.

I've tried to find where setup might be looking for this and can't find any
obvious entries in the control pnl(add/remove pgm), the registry, win/sys.ini's,
folders etc. It's looking and finding something, but what I don't know.

Anyone have any ideas??
