Some changes in the WRKSYSVAL take effect immediately, some take effect when a 
certain event occurs, some take effect at IPL time.
QSECLVL - IPL time
The password ones. - One person already responded with an excellent method of 
getting them to change the next time they sign on.  Perform the following:
        WRKUSRPRF   *ALL
        F21 and select Intermediate assistance level
        Place a 2 in front of everyone that doesn't begin with a Q.  Roll 
through them all.  Do not press enter until I say so.
        At the command line type in:   PWDEXP(*YES)
        Now press Enter.
This method of using the command line to enter command options is one of the 
many things that often makes a green screen more productive than a grey screen 
application.  If you want more tips on how to use the command line to speed up 
operations, (like on the command WRKSPLF), drop me a line.

Personally, we don't use auditing here so I can't help you out with that.

Thanks to everyone who replied to my earlier question about changing
system values.
Everyone recommended to use WRKSYSVAL or CHGSYSVAL.

If you want the changes to take effect immediately, how can I do it?
For example, the password rules, need to be effective next time the user
login's to the system. He needs to follow the minimum length,
composition rules etc.

Similarly, if I change a application,s QSECURITY value from 30 to 40,
how can I make
it effective immediately? Do I have to restart the system or the
application?

What if I turn on auditing for user or application, do I need to restart
the system?

As always, any system commands you can share to achieve this is
appreciated.
