It appears that  any  events dated  between 19xx  010100 & 123139 are  out
in limbo with the IBM window,.... And  become the users responsibility to
realize[edit] the are there and  handle else they  become by default 20xx
events.

Four digits is the right way to go IF you  have the right tools to pull off
the 'big blast'  all at once conversions.
