You also need to start your host servers  ==STRHOSTSVR *ALL==

If you stop TCPIP and RESTART it, also restart the hostservers

 

If you put the STRHOSTSVR command in your startup program, take a little delay between startting TCP/IP and the STRHOSTSVR command.
