I don't know that I ever saw an answer to your question of a while back,
but for MI users (either directly or with ILE C/400) Mutex support is
provided.  In QSYSINC/MIH header file you can find the includes for
instructions such as CRTMTX (Create Mutex), LOCKMTX (Lock Mutex),
MATMTX (Materialize Mutex), etc.  Mutex support has been in the system
since V3r1 and is documented in the MI Functional Reference.

To date there are, however, no callable APIs provided for Mutexes.
