We created command

           ARCHIVE OBJ(lib/name) OBJTYPE(type) TOLIB(libname)

The command works similarly to the MOVOBJ command, except if the object
already exists, it is renamed, so the prior version is there if you need
them. If the object is named FRED, and already exists, the old one is
renamed FRED$$$$$$. We go 2 steps further, and rename FRED$$$$$$ as
FRED###### and that as FRED@@@@@@. Only problem is if the object name
takes all 10 characters; we just overwrite the last character.

We do something similar with source members (ARCHSRCMBR).

Then we have the INSTALLQD (Install Quick 'n' Dirty) command, that combines
the Archive commands to move source and object to the 'production' library.

With proper settings of authority you can restrict the programmers to 'read
only' rights to the production libraries, with only the security folks
authorized to promote things to the production library.
